DORAN, Ma. Carlita "Litay" Bustamante-Rex -  (★ July 22, 1941 -  † November 28, 2012) Oasnon Inventor and Entrepreneur.  Her innovative and inventive ideas include a solidified alcohol cooking fuel SIROCA, beauty bars made of natural ingredients with antifungal properties, herbal shampoos and cosmetics, soy sauce, banana vinegar, preventive maintenance chemicals and home care products, and an ampalaya concoction for HIV infections and diabetes mellitus.

The World Intellectual Property Organization (WIPO) conferred on her the Gold Medal in 1989. She has served as director of three associations and foundations of women scientists and inventors as well as of the Filipino Inventors Society. She has received as much as eighteen awards since 1982.

In 1995, Litay's creativeness turned to neem (Azadirachta Indica), a tree in the mahogany family. Also known as the"wonder tree", neem is a large tree native to Asia and Africa. It's fruits and other parts have been used as remedies and antiseptics to treat various ailments including skin infections and sores. The scientist used neem in order to develop a range od personal and home-care products. Bioneem - as her invention was called - was the first insecticide in the Philippines to use the biodegradable properties of the Azadirachta Indica Tree.

The latest is Philippines-Golden Achievers Award as Outstanding Inventor in 1997 in full recognition of exemplary achievement in her chosen career, having demonstrated sterling quality of leadership. Known as the "gugo queen", she won the Une Medaille d'Argent at the 25th Salon International des Inventions in Geneve in 1997 for her "Forest Magic" line of gugo-based herbal cosmetics and medicines, scientifically known as entada phaseoloides.

DORIGO,  Chief Supt. Doris Remedios - (Ilaor Sur Oas, Albay) she was the first woman BJMP General, second person and first woman outside of the USA to earn the Certified Corrections Executive title in the history of American Correctional Association.


DYCOCO, Hon. Agnes Paciencia Perez  - former Municipal Mayor of Libon, Albay from 2004-2013.

She is a Certified Public Accountant (CPA), and finished her Bachelor's Degree in Administration and Accountancy in 1982 at the University of the Philippines Diliman. She earned her Master's Degree in Public Administration at Bicol University in 2014.

MORANO, Renato "ATO" - (Ilaor Sur Oas Albay) former Philippine Basketball Association (PBA) player under the team COCA-Cola & Metropolitan Basketball Association (MBA) player under the team of  Pampanga Dragons.


NEPOMOCENO, David "Pancho"  - Born on ★ May 9, 1900 in Oas, Albay , he was the 1st Filipino to compete in the OLYMPICS. He was a runner and the sole representative of the Philippines at the 1924 Summer Olympics in Paris, France. Pancho, also served as a sailor in the United States Navy. In 1925, Pancho ran the 100 meters in only two-tenths of a second short of the then-world record.

When the Philippines joined the International Olympic Committee in 1918, the requisite for the country's acceptance was the participation of a Filipino athlete at the 1924 Olympic Games in Paris, France.

RANIN, Atty. Salvador "Buddy" - He was called the "MAESTRO" of the National Bureau of Investigation (NBI) for his keen investigating prowess. A former Regional Director of  NBI Region VIII. And also, the former Regional Director of National Capital Region Division (NCRD) who was responsible in solving many high profile case. Ranin was born on Sept. 28, 1939 and finished the Bachelor of Laws at the Manuel L. Quezon University. He passed the Bar in 1962 and entered the NBI as Agent 1 on May 20, 1964. He retired on Sept. 28, 2004 when he reached the mandatory age of 65.

Among high-profile investigations he handled were that of notorious Cavite bandit Leonardo Venicos or 'Nardong Putik', in 1971 apprehension:" the ambush of Polytechnic Univesity of the Philippines president Nemscio Prudente in 1988, which led to the presecution and conviction of the five members of the Western Police District; and the fatal shooting of American national Roland Chapman and Maureen Hultman by Claudio Teehankee Jr. in 1991.

That year, Ranin earned the distinction of Best Regional Director and his team awarded Best Unit of the Year by President Corazon Aquino.

During the term of President Fidel Ramos , Ranin again recieved a presidential commendation for breaking up a multimillion syndicate gasoline from Napocor via the Pasig River.

In 1986 Ranin led the investigation that implicated several RAM officials in the murder of labor leader Rolando Olalia and the arrest of Gilbert Galecia.

Ranin's last high-profile case was the investigation into the Kuratong Baleleng rubout, which implicated four Philippine National Police generals, including incumbent Sen. Panfilo Lacson.


RAÑESES, Dr. Ramona Inez R. Bustamante - (Ilaor Norte Oas, Albay) Grand Price Winner (THE WORLD SPEECH COMPETITION held in Indianapolis, Indiana USA during the 37th World Convention of the Women's Christian Temperance Union. A former Director of the then Bicol University - Institute of Communication Cultural Studies (ICCS) now the College of Arts and Letters (CAL), former Dean, Bicol University Graduate School, founder of the National Arts Month Bikol Arts Festival and the Mother of Cultural Education in Albay.


RAÑOLA, Dr. Jose "Sonny" - Born on April 16, 1941 in Oas, Albay. The acknowledged father of  Naga City Hospital, having authored the ordinance that created it. He chairs the Naga City Health Board and has largely been responsible for a number of legislative measures that have benefited the poor, including the Socialized Medical Care Assistance for the Poor (SOMECAP). He also spearheads medical mission.

He is a four termed City Councilor of Naga City where he also became the top-notch councilor for two terms and a Medical Director of the St. John Hospital. Founder of "Salamat Po, Doctor" program.

The Unibesidad de Sta. Isabel-Mother Seton Hospital awarded him with a plaque of recognition as one of its original resident doctors while St. John Hospital President and Chairman of the Board Dr. Jose Pierre Panday honored him with the Lifetime Achievement Award.

REALBA, Mike - (Calzada Oas, Albay) Filipino-Canadian Actor (Movies: Gangster Exchange 2009, Saw V (2008)... Detective Fisk... aka Décadence V (Canada: French title: dubbed version), Mr. Magorium's Wonder Emporium 2007, Saw IV 2007, The Path to 9/11 2006, The House 2006, Mayday 2005, Descent 2005, Soldier's Girl 2003). Mike went to high school with actors, Edgar Governo and Rachel Moody. He is the son of Pio Realba.


REALUYO, Alvin 'Bino' A. - (Centro Poblacion Oas, Albay) a US-based multi-awarded poet and novelist, awards include 1999 Pushcart Prize nomination, 1998 National Poetry Finalist status, and a Lucille Medwick Memorial Award from the Poetry Society of America. Son of the late Augusto Roa-Realuyo, a survivor of the Death March during the World War II.

REBUENO, Dr. Manuel R. - (Iraya Sur Oas, Albay)finest Municipal Doctor of Oas, he was killed in an ambush by NPA rebels when he ran for Mayor. A hospital was named in honor of him.

He also became the Champion in Amateur Singing Contest entitled AGIANAN SA KABITUONAN which was held at the Heart of Bicolandia (Naga City) last August of 1958.


REMONTE, Col. Randy -  The new chief of the Office of the army Provost Marshall (OAPM). Col. Remonte previously served as the Assistant Chief of Staff for Operations, G3, and as Commanding Officer of the 4th Disaster Response Battalion, both of the 4th Infantry "Diamond" Division. He also served as the Commanding Officer of the 88th Infantry Battalion, Executive Officer of the 701st Infantry Brigade, and as Command Provost Marshall of the Philippine Military Academy. He completed a Bachelor of Arts in Political Science degree in 1987 and Juris Doctor degree in 2008 from the University of the Philippine Diliman. Col. REMOTO, Danton Relato -  a  writer, essayist, reporter, editor, columnist, and professor. He was a first prize recipient at the ASEAN Letter-Writing Contest for Young People. As a professor, Remoto teaches English and Journalism at the Ateneo de Manila University. He is also the Chairman Emeritus of ANG LADLAD, a lesbian, gay, bisexual, and transgender (LGBT) political party in the Philippines.

    Partnering with Bon Reonal of Book Drive for Humanity & Better Knowledge

    Bon Reonal of Orange County, California started a book drive that would benefit the less privileged schools and libraries in Asia, Africa, South America and other third world countries.


    Bon has collected and sent 10 boxes to St. Michael Academy in Albay, Philippines. In 2006, 3 typhoons hit that province and St. Michael's library was completely damaged by these storms and it lost all its books. Thanks to Bon and his cause, St. Michael Academy was the very first recipient of his great cause.



    With Bon's help, direction and inspiring cause, we at Project Pearls would start a book drive that would benefit our Project Pearls kids and Dynamic Teen Company.

  8. Good day everyone. I am wondering why Engr Don Orido was not included here in the Achievers of Oas. My husband was from Oas and I fortunately met Engr Orido. I was really very impressed of this humble man. People doesn't know that Don Orido has helped many of his kababayan especially from Oas in many ways.Being the company's Safety Engineer, he hired almost all the unemployed men from Oas(i think 60 percent of the construction worker of his present project came from Oas. Inspite of his success he's still that humble and never forgot his kababayan. For those who still don't know he is presently the National President of the Philippines Society of Construction Safety Practitioners. He is often invited to be the speaker or the resourse person for Safety Seminars. I think he was really an achiever in his field. And as a person he is really nice, approachable, generous and the most.. HUMBLE...which I think is the true meaning of Achiever. I was really grateful that I met this man...DON ORIDO!!!!!!!!!!!!

Hi - besides Patrick Jolas Guerrero, Paul Guerrero actually played in the PBL/ PABL, MBA and for Purefoods in the PBA - both of them are my cousins...also Engineer Cleto Riva Guerrero was from Bagumbayan Oas - think (I maybe wrong) that he was among the first who became a professional/ Civil Engineer (he graduated from Mapua) ....

  15. Please include husband & wife, Roger & Remedios Ranido Remolacio. They live in Los Angeles, California. Roger is an Engineer in US & Yem is a Doctor of Medicine in the Phil. This couple is helping a lot with deserving students in Oas. They organized a scholarship named Oasnon Los Angeles USA (OLAUSA). I think they organised this scholarships in 1997. As of now, they have more than 80 students. Every year, they come to Oas just to give the award to the deserving students. Besides the scholarship, they also organize Medical Mission in Bicol. That's why, this couple deserve to be recognized from their efforts and commitment to the town of Oas.
